Keysight Expands Portfolio with OSG and PowerArtist

Keysight Technologies has completed the acquisition of Synopsys’ Optical Solutions Group  and Ansys’ PowerArtist business, two divestitures required by regulators as conditions for approving Synopsys’ $35 billion acquisition of Ansys.


According to Keysight Technologies, the deal strengthens its design and simulation software portfolio by adding advanced optical, photonic, and RTL power-analysis capabilities.

These assets were divested by Synopsys and Ansys to address antitrust concerns raised by the U.S. Federal Trade Commission and other global regulators, who said the merger could reduce competition in niche engineering-software markets.


The Optical Solutions Group includes a suite of optical and photonic design tools such as CODE V, LightTools, LucidShape, and RSoft, which are widely used in imaging, illumination, and photonic device modeling. The PowerArtist platform, previously part of Ansys, provides early RTL-level power analysis and optimization for semiconductor design — a key step for reducing chip power consumption. Details of the divestiture were first announced in Ansys’ January 2025 press release.


Regulators approved Keysight as a qualified buyer to maintain market competition. In its May 2025 statement, the FTC said the combined Synopsys-Ansys entity would otherwise have dominated certain specialized simulation markets, including optical-design software and RTL power-analysis tools. The agency required divestitures to an independent company with sufficient scale to continue innovation.


Synopsys confirmed in October 2025 that it had received final regulatory approval to close both divestitures. The company described the sales as “not material” to its financials, but essential to completing the merger with Ansys.


For Keysight, the acquisitions mark a major step beyond its traditional test-and-measurement roots. “By adding these world-class optical and power-analysis tools, Keysight advances its strategy to deliver software-centric solutions across design and validation workflows,” the company said in its announcement.


With the OSG and PowerArtist teams now integrated into Keysight, the company is positioned to offer end-to-end design and verification capabilities that span optics, photonics, and semiconductor power optimization.
